Any laws on children standing in front of someone's house harassing them?

put on sprinklers..worked with the idiots we had living next door to us.............as for him being around your car, can you remotely set off your car alarm, scare the poop out of him..........or EVERY time he is down at your house on your property go and knock on his mothers door.
