What does "No Dependency" means?

I'm going through a custody battle with my daughter she is in placement care. I'm getting close to to gain custody and my attorney wants to ask the judge for "No Dependency" with unsupervised visits. I just wanted to know what "No Dependency" means in simple terms. Thanks.
